Получил в Ленинграде высшее морское образование, защитил докторскую диссертацию. До 1990 годов работал на руководящих должностях в системе Минморфлота СССР, профессор кафедры морской Академии в С.-Петербурге, ДТН, внёс заметный вклад в дело создания и развития торгового флота России. Имеет многочисленные научные труды и государственные награды.
