В 1961 году Игорь был среди участников студенческого марша в память о жертвах Бабьего Яра. По пути в Киев был высажен из поезда и отправился с остальными студентами в Киев из Харькова пешком. Имел инженерное образование, работал электриком. Был диссидентом. Эмигрировал со своей мамой Анной в США в 1974 году.
