Первый «казенный» раввин Тобольской губернии. Занимал эту должность с 1888– 1891 и с 1895–1898 гг. Динабургский мещанин. 1882-1884 - учился в Горном училище СПб. Был избран и утвержден в должности раввин Тобольской губернии лишь в 1888. В связи с малочисленностью иудейского населения Тобольской губернии в ведении X. Аршона находились все евреи губернии, за исключением проживавших в Омском округе."
