Родился в Чернигове в семье ремесленника. До революции Нисон был купцом. У него был магазин готового платья и мехов в Киеве на Крещатике. В Киев он переехал в 1904-05г.г. После революции работал портным. В Киеве у Нисона был компаньон. Клугманы жили в центре Киева (ул. Лютеранская,6). Все дети знали немецкий язык (в доме жил немец). Дома была хорошая библиотека.
