Учился в Базельском университете, затем в Харьковском технологическом институте. Член РСДРП(б) с 1917 г., в РККА с 1918 г., начдив (1919 г.). В 1921–1924 гг. командующий войсками Крымского и Киевского военных районов и Киевского военного округа. В 1924–1925 гг. начальник Главного управления военно-учебных заведений РККА. В 1925–1937 гг. командующий Украинским (Киевским) ВО. В 1930–1934 гг. член Реввоенсовета СССР, с 1935 г. командарм 1-го ранга, с 1936 г. член Военного совета НКО СССР. Расстрелян.
