Родился в селе Акимовка возле Мелитополя. Его отец владел моторным заводом, который до настоящего времени производит моторы для машин. После революции семья переехала в Баку. Моисей учился в Казанском Университете, затем перевелся в Баку и окончил АзИИ по специальности инженер–проектировщик. Работал в институте АЗИНМАШ. Во время второй мировой войны был танкистом, участвовал в обороне Кавказа.Прибыл в Израиль в 1973 г.
