Эсер, инженер, политический деятель и бизнесмен, активный участник русских революций 1905 и 1917 гг., впоследствии один из руководителей сионистского движения и организаторов Еврейского Легиона и Американского еврейского конгресса (англ.)русск. (1914—1915). В 1920-е годы добился от британских властей концессии на электрификацию подмандатной Палестины, построил первые электростанции, создал и возглавил существующую и поныне в Израиле Электрическую компанию.
